This product was developed by Scott Baker, Pacific Institutes for Research; Russell Gersten, Instructional Research Group; Diane Haager, California State University–Los Angeles; and Mary Dingle, Portland Public Schools.

Product Description
ELLCOI was created to be used in elementary classrooms where the student population includes English language learners. ELLCOI has six subscales that contain 28 items. The empirically derived subscales are as follows: instructional practices, applications for individual differences, English language development, interactive teaching, vocabulary development, and phonemic awareness and phonics.
