Learning Point Associates has more than 20 years of experience managing efforts of this size, scope, and complexity. Together with our subcontractors—RMC Research Corporation, the American Institutes for Research (AIR), and the Center for Applied Linguistics (CAL) and the University of Michigan/Consortium for Policy Research in Education—Great Lakes East plans to support the states in their No Child Left Behind (NCLB) implementation. Center for Applied Linguistics (CAL)The Center for Applied Linguistics (CAL) is a private, nonprofit organization involved in the study of language and application of linguistic research to educational, cultural, and social concerns. Established in 1959, CAL has earned an international reputation for the quality of its work in language-related research that addresses the needs of educators, policymakers, and students. One of CAL's greatest strengths is its highly qualified, interdisciplinary staff in a variety of areas, among them program design and evaluation, development of content and program standards, curriculum and materials development, technical assistance and professional development, policy analysis and assessment, and quantitative and qualitative research. The CAL staff expertise spans all levels of education, from preprimary through adult. University of Michigan / Consortium for Policy Research in EducationThe external evaluators will be housed at the University of Michigan, one of the leading research universities. The external evaluation also is being conducted under the auspices of the Consortium for Policy Research in Education (CPRE), a consortium of five leading educational research universities. Created in 1985, CPRE has a history of studying educational reform efforts undertaken nationally and in states and brings acknowledged expertise in examining how linkages between knowledge, reforms, and practice can be strengthened.
