Annual Plan of Work

The Great Lakes East Comprehensive Center, a five-year contract funded by the U.S. Department of Education (ED), is working closely with other technical assistance providers, regional comprehensive centers, national content centers, and regional educational laboratories. Great Lakes East focuses its technical assistance and support to address topics identified by the Indiana, Michigan, and Ohio Departments of Education and the priorities of ED related to the implementation of the No Child Left Behind (NCLB) Act.

2008–09 State Goals


In Indiana, the technical assistance goals remain constant from year to year because of the complexity and challenge of building a state system of support for districts and schools in improvement. Each year the goal of building a support system is met through the creation of new policies, procedures, and assistance to schools and districts. Thus, although the Year 4 focus areas are identical to years past, the specific tasks within each goal are new or expansions and deepening of prior tasks:

  • District Improvement— To develop and provide additional technical assistance for districts in corrective action (Year 3) and, when feasible, for those in Years 1 and 2 in improvement and to provide sources of research and best practices for the instruction of students with disabilities, students learning English as an additional language, and students who are African American (closing achievement gaps).

  • School Improvement—(1) To articulate and implement policies for assisting schools in improvement, corrective action, and restructuring; and (2) To develop and provide additional technical assistance for schools in improvement, corrective action, and restructuring.

The technical assistance plan for Year 4 will focus on the development of MDE's knowledge and skills to improve all students' access to the general curriculum; communication strategies that are effectively aligning policies, practices, and procedures across all levels of the educational system; organizational climate and culture that promote inquiry and commitment to improve engagement and participation of all students; and action plans that demonstrate commitment to inquiry, coherence, and continuity. Great Lakes East will extend its work through the following MDE offices: Office of School Improvement, Office of Special Education, and Office of Professional Preparation Services, and the work is focused in three major areas – Teacher Quality, High Schools, and Statewide Systems of Support. The goals for Year 4 are:

Teacher Quality

  • State Individual Professional Learning Plans – To effectively address MDE's NCLB responsibilities for ensuring that all students have highly qualified teachers, Great Lakes East will continue working with MDE staff and key stakeholders to build their capacity to further develop and implement a statewide system of support for professional learning based on the state Professional Learning Strategic Plan.

  • State Teacher Preparation System Revision – To improve coordination and alignment of teacher preparation to the current teacher workforce and provide available research to inform teacher preparation and teacher preparation policy based on recommendations of the Teacher Preparation Task Force (new for Year 4).

High School

  • High School Redesign – To build the capacity of MDE and key stakeholders in the state to support all students in order to meet the state's rigorous high school graduation standards (Michigan Merit Curriculum), with particular attention to the academic achievement of student subgroups.

  • Special Education – To improve statewide capacity, tools and processes will be put in place to support districts and schools in preparing students in special education for meeting Michigan's high school graduation requirements and transitioning to postsecondary education.

  • English Language Learners – To initiate and implement an ELL program strategic plan that will identify priority state issues, needs, and action plans. This five-year plan will build a strong infrastructure of support for all Michigan ELLs and their teachers, with a particular focus on the needs of high school students.

  • Alternative High Schools – To improve statewide capacity to accurately assess the improvement needs of the state's alternative schools and programs and to develop solutions to address those needs to increase student achievement with a focus on subgroups not making AYP (new for Year 4).

Statewide System of Support

Michigan's Statewide System of Support— To address MDE's NCLB responsibilities to provide an effective system of support for districts and schools in the improvement process, especially those in corrective action.

  • Subgroups and Special Education— To effectively address NCLB responsibilities for raising the achievement of all student subgroups by reducing inappropriate and disproportionate representation of student subgroups in special education, Great Lakes East will build MDE's capacity to examine and create policies, practices, and procedures that support overall student achievement among all subgroups.

Ohio is developing a coherent system of support for district and school improvement that includes a statewide data system and universally accessible data tools that enable a focused improvement planning process. The work of Year 4 and beyond encompasses the design of training and supports to regional providers, districts, and buildings in order to use the tools and the improvement process with fidelity and consistency to improve education for all students. Ohio's work is focused in two major areas — Assessment and Accountability and Statewide Systems of Support. The goals for Year 4 are:

Assessment and Accountability

  • Data Support Systems and the Ohio Improvement Process — To enable the effective use of data by all levels of the educational system to improve schools and student performance.

  • High School Balanced Assessment System — To pilot, evaluate, and implement a high school balanced assessment system aligned with the Ohio Improvement Process

Statewide Systems of Support

  • District and School Improvement Support System Redesign — ODE is in the process of redesigning its district and school improvement support system to ensure higher quality of district improvement support by regional providers and to help build the capacity of district leadership teams in using the district improvement data and planning tools designed by ODE and its partners.

  • Statewide Systems of Support Evaluation — To assist ODE in the design of an evaluation system that assesses the impact that statewide systems of support have on defined behaviors and practices of districts and schools that support school improvement and student achievement.
