This program was developed by City Charter High School.

Product Description
Through classroom observations by administrators, teachers who are seeking a promotion are evaluated against a rubric of competencies including 15 core teaching components, two additional expert teaching components, and four education leadership components. Each competency is tied to a specific level of the career path (Apprentice, Journeyman, Expert, Master, Administrator) and broken down into specific subskills. For each competency, performance is assessed as follows: Advanced, Proficient, Nearly Proficient, and Needs Significant Improvement. Teachers also are evaluated on a portfolio of evidence that they compile indicating proficieny of each competency. The artifacts included in the portfolio can be lesson plans, student work, materials from classroom activities, reflections, data analysis, or videos.

Catherine Awsumb Nelson, Ph.D., and independent evaluation consultant, has worked with City High on research, data, and evaluation issues since the school's founding. Dr. Nelson has composed a series of best practice briefs on City High's innovative policies and practices.
