Product Description
Houston uses SAS EVASS to determine teacher performance awards through the Teacher Incentive Fund grant. Houston Independent School District (HISD) began using value-added data in 2007. HISD provides ongoing professional development and support to staff in the use of value-added information in their school improvement efforts, evaluates program quality, and informs classroom instruction. In addition, since its inception, the district has been using campus- and teacher-level value-added data to award performance bonuses to teachers, administrators, and other campus-based staff through the ASPIRE Award program. In January 2010, HISD awarded approximately $40.4 million through the program based on results from the 2008–09 school year. Although the district has been using value-added data for the past three years to recognize and reward teaching excellence and to inform practice, it has not used it for accountability purposes in the teacher evaluation system. HISD board of education is now considering including value-added data as one of 34 performance measures in its teacher evaluation system.
