This system was developed by Lowell Milken with John Schacter and a team of education specialists, researchers, and practitioners at the Milken Family Foundation.

Product Description
One of the four essential elements of TAP is a formative and summative evaluation structure for TAP teachers, which applies to all career levels, grade levels, and content areas. Drawn from a variety of best practices resources, this instrument focuses on high expectations, student engagement, teaching to the standards, higher-order thinking skills, use of assessment, and the differentiation of instruction. Teachers are evaluated at least four times per year against these teaching standards by teams of trained “master” and “mentor” teachers along with administrators. Trained evaluators are recalibrated annually with video recertification tests. TAP evaluators are required to meet accuracy targets with scoring and post-conference planning to continue as an evaluator.

During the past decade, TAP schools have used this evaluation structure, and many Teacher Incentive Fund recipients use this measure for pay incentives. States such as Minnesota and Ohio have used the TAP evaluation structure to help rethink their state teacher evaluation systems. TAP also has influenced teacher evaluation structures in districts in Louisiana, Tennessee, Arizona, Illinois, Indiana, Ohio, Pennsylvania, Colorado, North Carolina, South Carolina, and Texas.

Research and Resources
A summary of research on TAP from the National Institute for Excellence in Teaching (http://www.tapsystem.org/publications/tap_research_summary_0909.pdf) shows gains in student achievement; gains in the quality of instruction; and contributions to teacher recruitment, retention, mentoring, and collegiality.

Cost
Costs vary based on the approach to implementation and repurposing of existing positions or funds. TAP evaluation structure is part of the comprehensive TAP system.
