State Policies on Human Capital Resource Management

Human capital resource management is the collection of policies and actions that districts and states take to prepare, recruit, and develop effective educators. How teachers and principals are cultivated and supported throughout their careers influences school effectiveness and student learning.

The State Policies on Human Capital Resource Management series of reports from seven Midwestern states produced by REL Midwest at Learning Point Associates describes state policies in four key areas:

  • Preparation and licensure
  • Recruitment
  • Induction and professional development
  • Compensation and working conditions

Education leaders from across the country can use this information to understand how policies in these areas can support effective teachers and leaders.
