In these six-year studies, multiple sources of data are being used to evaluate the implementation and impact of the Reading First program on state literacy efforts. The evaluation employs a mixed-method approach that uses both existing data (e.g., district applications for the program, school attendance and academic records, results from the state tests) and new quantitative and qualitative data (e.g., surveys of principals and teachers; interviews with key state, district, and school-level stakeholders; classroom observations).

The impact evaluation will use a quasi-experimental matched comparison group design with HLM analysis.
