Wisconsin Reading First
Client: Wisconsin Department of Public Instruction (DPI)
The Wisconsin Reading First program, a federally funded literacy improvement initiative for Grades K–3, is being implemented by Wisconsin DPI to improve student's reading achievement. The program model includes targeted professional development in scientifically based reading research practices, high-quality materials, training, the use of assessment to improve instruction, and instructional support in the form of a dedicated district coordinator. Learning Point Associates is evaluating the implementation of the program as well as its effectiveness.
During the implementation phase of the program, we are evaluating the resources of funded schools and the instructional processes that should be taking place as a result. To evaluate the program's effectiveness, we are examining improvements in student achievement over time. We share evaluation findings annually with Wisconsin DPI through a comprehensive annual evaluation report. As a result, the state has used formative and summative findings to inform program improvement.
