Learning Point Associates worked extensively with six high-needs districts in Illinois, Indiana, and Wisconsin to support the creation of Instructional Leaders Action Plans. The plans built local capacity on data-driven decision making, cultural proficiency for closing the achievement gaps, and results-based professional development.
As a result of these efforts, districts demonstrated new district-level approaches to ensuring a highly qualified teaching force. They also engaged in a technical assistance process that resulted in a Human Capital Resource Management Plan. Two districts in particular—Round Lake Area School District 116 and Waukegan Community Unit School District 60—were able to make a significant reduction in the percentage of teachers who were not classified as “highly qualified” under the No Child Left Behind (NCLB) Act.
